Director General Message

DG Kashmir Institute of Management (KIM), the only premiere civil service training institute of the Azad Government of the State of Jammu & Kashmir, has proudly completed its six years of excellent service delivery, by the grace of Almighty Allah, with the fullest confidence and volumes of achievements. This Institute was set up with the prime objective of imparting quality training to the bureaucracy of Azad Jammu & Kashmir in the realm of Public Policy, Management, Governance, Public Finance, Public Administration, Research and Leadership. Wondrous effort has been put in during these six years to surpass this milestone by maintaining highest standard and quality of training.

The repute and glory that KIM has been able to earn was all because of the grace of Allah Almighty and untiring hard work and unmatched dedication shown by the entire Team KIM. No doubt, it is the outcome of this missionary mode of working and commitment that has brought KIM at par with its decades old sister institutes in other provinces of the country. KIM has so far conducted 10 courses i.e. 06 Mid-Career Management Courses (MCMCs), 02 Senior Management Courses (SMCs), 02 Basic Management Courses (BMCs) and 02 Junior Staff Courses (JSC); besides 02 qualitative short duration workshops and one conference with participation from local, national and international level.

KIM follows the training policy prescribed by the National School of Public Policy (NSPP) in terms of training modules, training methodology and its conduct. Training programs at the KIM have been structured in a manner to harness various training methodologies to achieve the elaborated objectives of developing independent thinking, analytical skills, improving research and analysis capabilities, grooming personality, refining moral character and ethics besides inculcating leadership qualities amongst the participants. Similarly, to achieve the herculean challenge of maintaining the higher standard and bringing the bureaucracy of AJ&K at par with the rest of Pakistan, the best available experts and professional veterans are invited, for lecture discussions, from all over the country. Whereas, to cater to the inevitable need of addressing local issues, economy, governance and development related guest speakers from within AJ&K are also invited to talk to the participants.

During our training courses, special care is taken to develop leadership qualities in the participants with a belief that strong leaders effectively influence the people. Therefore, we inculcate leadership skills through experiential learning such as priority setting, communication and strategic planning. Case studies, simulation exercises, tutorial discussions, presentations, analysis papers and last but not the least individual research papers are the tools used to hone the leadership traits of participants. Through these rigorous exercises, our participants learn to address the issues faced by society. Participants are also encouraged to have detailed brainstorming on contrasting viewpoints, looking at strengths and weaknesses and also to analyze the arguments in a logical sequence to arrive at the best conclusions. They also learn to sift information to independently draw conclusions.

Kashmir Institute of Management is an autonomous statutory body established vide Kashmir Institute of Management Act, 2014, governed by a Board of Governors, comprising the Chief Secretary as its Chairman; Secretary S&GAD, Secretary Finance, a prominent personality from the civil society appointed by the Government and the Director General, its members. It is pertinent to acknowledge here that the AJ&K government has always been generous in supporting and patronizing this center of excellence which is also mandated to act as Think Tank for the Government of AJ&K. The organization has strived to maximize research activity in different sectors / sub-sectors of the economy in the State to improve public service delivery aimed at achieving the state of desirable public welfare and sustainable development.

Every year’s Annual Report contains recommendations of specially designed research activities to enable the relevant government departments to improve their efficiency and efficacy by implementing the well-researched policy guidelines. This organization has also contributed in compiling and publishing AJK Civil Establishment Code 2015 and updated it in 2016. This document is also being provided to trainee officers. KIM was pleased to help out AJ&K Board of Revenue in compiling and publishing a compendium of its land laws. KIM is leaving no stone unturned in its earnest endeavor to become an instrument of change in the State, when it comes to efficient responsive and proactive governance besides sustainable development / green growth. This Annual Report of Kashmir Institute of Management, Muzaffarabad, 2016, would not have been possible without an extraordinary effort and assistance extended by all concerned quarters, for which we are indebted.

It is because of unflinching support and patronage of the government, the Chief Secretaries and Secretaries S&GAD since 2011 that the institute has been able to rise to the occasion and deliver. Special thanks are due to the Chief Secretary, Mr. Muhammad Jalal Sultan Sikandar Raja, who has given this organization enormous confidence by appreciating its efforts and assuring with his support in further development of this institute, which is highly encouraging and motivating factor for KIM. We are confident that under his able guidance this organization will be able to rise to new heights. The generous support and encouragement provided to this institute by Dr. Syed Asif Hussain, Additional Chief Secretary (Dev.), Mr. Farhat Ali Mir, Additional Chief Secretary (General) and Mr. Liaqat Hussain, Secretary S&GAD and Mr. Sadiq Malik, Secretary Finance has always been a strength to KIM for which KIM is deeply indebted. KIM is also thankful to Mirza Khalid Mehmood Jarral, Senior Addl. Secretary S&GAD and our parent department i.e. S&GAD for their constant support and patronage to the institution.

I hope this Annual Report shall create greater understanding of this Institute amongst the stakeholders as well as the government departments. KIM also hopes that its policy recommendations will be adopted by the respective departments to maximize their public service delivery for the positive reformation of society which will act as catalyst in ensuring establishment of a truly welfare state.
