It worked as such till February 2003, with the basic aim to train officers of AJK Bureaucracy ..

This institute has been established in Muzaffarabad to impart quality training to the civil Servants of AJ&K in the realm of public Policy, Management, Governance, Public Finance, and Public Administration.
